Mars attacks?

 I tend to focus on the many old Laws and how to us today they seem amusing, but the Law doesn't have to be that old to have me scratching my head. This one conjures up some interesting images and I may have actually had interaction with such an alien more than once in my previous career in the Military when I've attended the NAAFI disco.
